July 1, 2018 — The new One-Stop Operator (OSO) was procured on May 30, 2018, immediately upon notice of the existing OSO determining not to sign the offered extension. All partners, Chief Local Elected Officials (CLEOs), and the SIWDB Executive Committee were informed of the unexpected need to procure on May 30, 2018. Only one entity, Crosswalk Community Action Agency (CCAA), responded to the Request for Application, and submitted an application on June 26, 2018. The application was scored by the SIWDB Executive Committee. The CLEOs also approved the acceptance of the OSO application. Effective July 1, 2018, CCAA became the current One-Stop Operator.

A Request for Proposal (RFP) is issued by the Southern Illinois Workforce Development Board (SIWDB) for the purpose of establishing a contract with a qualified individual or party to assist in operations of the LWIA 25 One-Stop Business and Employment Center. The proposal is also emailed to all partners of the One-Stop system and each workforce board member for dissemination.

During a Southern Illinois Workforce Development Board meeting, Kathy Lively formally announces that Man-Tra-Con Corporation will not apply in any capacity for the One-Stop Operator position. The SIWDB votes to have Lively assume responsibility for the next public notice announcement and Request for Application (RFA) process.

Working closely with the board, SICCM will act as a “Functional Leader” having authority to organize and supervise staff functions to optimize and streamline One-Stop service delivery efforts. By managing these daily operations, SICCM will assist the Southern Illinois Workforce Development Board in meeting local and federal WIOA responsibilities and obligations.
